Biography: The Arashi Kekkei Genkai is a rare but not unseen thing in Kumogakure's lands, home of the individuals that born with it. The storms and harsh weather around the Lightning Country and the proximity to clouds itself, made this develop in some ninjas. The Kumo people see this Kekkei Genkai as a blessing of the Gods of the mountain and the God of Thunder himself. As such, ninjas born with this are always well treated and have high ranks. The ninjas with this Kekkei Genkai also have a special feature in it's eyes. When using powerful jutsus of Shiunoton nature, their eyes will have a light-blue glow, which gives them even more respect among others due to the beliefs that this was a special attribute of Raiden, the God of Thunder!
This Kekkei Genkai has no clan because this is no genetic change in a specific family, but in random ninjas with a long Kumo linage as background.

Effects: Using Wind and Lightning based chakra, the ninjas having this Kekkei Genkai have the ability of creating and controlling clouds at will. Due to this special features, the ninjas of this Kekkei Genkai have developed jutsus capable of controlling the cloud in the sky to form strong storms and tempests, leading to the name that this Kekkei Genkai is usually called: Arashi (Tempest). This is basically what the Arashi consists in. A fusion between these two elements that can cause devastation. However, this Kekkei Genkai isn't always on use. Like other Kekkei Genkai that control elements, this is only a way to create new jutsus based in new elements, and nothing else special. However, there is a special feat on the Arashi ninjas.
When the ninja is performing more powerful jutsus of the shiunoton nature, his eyes change due to this chaotic reaction between wind and lightning.
The user will have the Ninjutsu Knowledge Skill Master LvL automaticly (skill points will be used to compensated as the ninja grows in rank). Mandatory use of Raiton and Fuuton elements plus Shiunoton as Ninjutsu.
Looks:
The eyes become brighter, shining with chakra. The pupil also becomes smaller, as a result of the light created, allowing the ninja to adapt to the new illumination. In the dark, the eyes will be seen as a blue glow.
